It amplifies the already useful cost efficiency of the Fire Ants and give you more wiggle room early on, making losses much less painful. I've gotten better use out of Pervasive in general simply because it allows you to save on food, which is critically important in the early and mid game. Vigorous is really good if you've got a lot of food and it's perfect for sustained assaults but you're not guaranteed to have that early on.
